Which cantonal vehicle authority should I contact?
The vehicle authority of your canton of residence, not that of another canton. Each of the 26 cantons has its own office, responsible for driving licences and vehicle registration.
One office per canton
Why the one in my canton of residence
The office responsible for issuing a learner licence, administering an exam or registering a vehicle is always the one for the canton where the person (or the vehicle) is domiciled, never that of another canton, even a neighbouring one. If in doubt about the spelling or exact address, the full list kept up to date by asa remains the reference.
Before contacting your canton, read about the process you need: applying for a learner licence, changing your address or replacing a lost licence.
